Summary prepared by Acts 2:38 Life from the transcript below — the preacher’s words follow in full.

Summary

  • A single-voice conference training session: a pastor from Denham Springs teaches preachers the five-level training programme of his own church, built to turn spectators into producers. His stated method is mention rather than reading — the preachers know the word — and the session's argument runs on three named foundations: the delegation plan of Exodus, the layman of Corinth who was addicted to the ministry of the saints, and the restoration chapter of Joel. Around those he sets the two ends of the church's spectrum, lays out the five levels of the programme, and closes with a warning about the ecumenical hour and a confidence that a restored laity is about to join hands with the ministry.
  • **The frame: two dimensions of ministry** He feels the discomfort of teaching preachers and says so, then states his text: the eighteenth chapter of Exodus, where Jethro gave Moses a plan by which one man could serve some three million people without amplification, print, radio, or television — a trained order of men under the leader, the mouthpiece of God. The same system stands in the New Testament: Paul speaks of a layman in Achaia, no licensed or credentialed preacher, who was addicted to the ministry of the saints. The church has worked for years in the first dimension of ministry — ministering to people, one on one — and has stayed restricted; it must learn the second dimension, ministering through people: training its laity to go where the masses are, into the metropolitan world, with the most powerful gospel men have ever known.
  • **The text walked: the restoration chapter** In connection with the text he makes mention of some verses in the second chapter of Joel: the command to blow the trumpet in Zion; the priests standing between the altar and the people, weeping; then gladness, a restoration, and a crowning of glory in which the people would never be ashamed again. When the book of Joel is read, a restored ministry is read — and we are past the days of revival, he argues, for revival is bringing something from the dead, and the work of God is not dead but very much alive: we are entering the stage of restoration. Tumors are falling off, crooked legs are being straightened, spiritual gifts are returning to the ministry — and coupled with a restored ministry in the last days there must be a restored laity.
  • **The two ends of the spectrum** Against that restoration he contrasts two church situations from the last book of the Bible: the first church, the apostolic church of the first centuries, and the last, the church run by the layman — a carnal situation producing a restricted ministry, puppets rather than apostles. The laity of the first church understood the mind of God and held up the hands of the ministry, as Joshua and Caleb stood with Moses; the laity of the last is carnal and untrained. Our people have sat subdued, preached to only to persevere, and have laboured under the complex of the little church across town from the great cathedral — but if we are going to pity anybody, we should save that pity for the world, because we have something the world needs: a delivering gospel. The children of this world are wiser than the children of light; the world trains its best before it trusts them with the work, and the kingdom should be no different. Moses could not do all the work alone, and his train-and-trust process is the one Jesus himself used.
  • **The five levels of training** Then the programme itself, five levels, outlined as it runs in his own church — forty hours of training compressed into the session. The first level is the home Bible study (his church uses the Search for Truth): charts, maps, and diagrams give the convert a panorama of scripture and history, but the little handbook alone is not sufficient to train a teacher, who needs far more than a pamphlet, charts, a Bible, and a concordance. The second level is practical Christian living: fasting, prayer, and church attendance, taking the new convert out of a mixed-up world into a person who can produce in the kingdom — not a worshiper, not a spectator, not a cheerleader, but a flaming witness. The third level is apostolic doctrine at a college level: the origin of the Trinity and the arguments on both sides, water baptism, the almighty God robed and veiled in flesh. Then church history, and special classes as the need arises — prophecy, or offensive and defensive training where another denomination is influencing the community. Behind the levels stands the library system: the church's own filmstrip-and-soundtrack series, syllabus, charts, and lesson plans for the whole five-level programme, available to any church that wants it.
  • **The warning, and the quick work** The urgency is the hour. He tells of coming home early from general conference to a Superdome session he expected to be a growth seminar and finding instead the charismatic world gathered with Rome: an ecumenical movement twenty years from its first meeting, entering phase two — communication satellites that will revolutionise Christian broadcasting, and a fourteen-year course aimed at giving the Lord a one-world church in the year 2000, while the assembled leaders chanted that they are one. But something else is going on in our world too: God is going to do a quick work, a renewing and restoring of a laity that will join hands with the preacher — a special generation for a special time. The trumpet is ready to sound in Zion; the signs, wonders, and miracles are coming back with the restored church, and the session ends in called-for praise.

him thank you brother Mangan and thank you everyone for coming out to hear me today I appreciate so very much the wonderful work of God that's being done here in Alexandria appreciate the great service last night brother Anthony manangan and brother ersen blessed our hearts with the good word of God we off to a great start and a great meeting I consider this meeting because of the times one of the most significant meetings of our fellowship in our nation and I'm glad to be a small part of it God bless you now I'll hurry right into our session this morning Now understand that what I'm going to do in the next in the next 30 minutes next 30 minutes it usually takes me about 40 hours to do in our training session so it's no way for me to give you all the materials and expose you to all of the things we do in our church in this program however I feel like that it's one of the most significant programs in a growing church that you could probably Institute and use now to save time in the reading of my text I realize I'm addressing preachers here today and let me say I feel very uncomfortable trying to preach to preachers because I am the least among you and I should be listening to you rather than teaching you but I am teaching preachers and you're familiar with the word I'm just going to mention the scriptures and go right into our study my text would come from the 8 18th chapter of the book of of Exodus and I just outline there where Jethro came to Moses and gave him a plan to serve approximately 3 million people without sound amplification without printed page without TV without radio without all the modern Communications and methods of communication we have today yet he was able to serve three million people alone and then that same system is carried all the way through the scriptures and we find that system in the New Testament and in the book of 1 Corinthians chap chapter 16:1 15 Paul makes reference to a man that he left in aeda that was not a licensed preacher or credential preacher as we term and no licensed and conditional preachers he was a Layman the book said say that he was addicted with the ministry of the Saints so there was definitely a system used there that we have not tapped into yet okay in connection with that I'd like to make mention of some verses in the second chapter of Joel now the second chapter of Joel chapter 2 verse 15 the command is given to blow the trumpet in Zion in verse 17 we the priests were to stand between the Altar and the people and wheat the court and wheat and then in verse 23 when this was done there was going to be an Awakening there was going to come a gladness and then verse 25 a restoration everyone say restoration restoration and then verse 27 a crowning of Glory they would remove all shame that the people would never be ashamed again because of the altitude and the plateau of Glory that they would achieve now in connection to that I'd like to refer to the book of of Revelations chapter 2 and contrast the two Church situations in Revelations 2 verse 1-7 and Revelations 13 3:14 and 8-8 we have in Chapter 2 ver 1-7 the Ephesian Church which of course was the apostolic church that period of time between 183 2 1896 when we have the recorded account of the Apostolic Church in the book of Acts of the Apostles and throughout the Epistles that is contrast to the Church of leoda the on upper ends of the spectrum the Church of leod deia was the church ran by the Layman now notice the Layman rule in leoda this is a cornal situation situation and it produces a restricted

Ministry the ministry of Puppets rather than Apostles and ministers and preachers as we know them in the scriptures now there is no no comparison between the two ends of the Spectrum in the Ephesian Church you have a different Ministry but you also have a different Ley the Ley as described in 1 Corinthians chapter 16:15 was a Ley that understood the mind of God that had a working knowledge of the word and they were to the ministry as Joshua and Caleb was to Moses they held the hand of the ministry up they were anointed Ley they were they were a well Tau Ley they were a well disciplined leoty they were anointed of God and used of God thus they reached through that they reached the entire world that they lived in that is contrast to the leodan ministry which was a cornal Ministry and also a very cornal ly now when you read The Book of Joel We read of a restored Ministry okay now we are past the days of Revival I think we we're moving past that and let me clarify that Revival is bringing something from the dead I don't think our church is dead I don't think the work of God is dead I think the work of God and the Church of God is very much alive in the earth so we are alive no problem there okay we we've come through that now we are entering into the stage of restoration where we are being restored I'm glad to hear that there are preachers seeing Miracles I'm glad to see tumors falling off crooked legs being straight restoration of spiritual gifts all of these things returning to the ministry Brethren these signs shall follow them that believe Hallelujah but couple in the last days for the Times coupled with a restored Ministry it's going to be a rest restored Le amen and that's where and if someone would turn my machine on for me please that's where I began a restored Ministry that first slide you can't see I apologize for but when thepoon was outlining the strategy to to take Europe his hands carefully outline a nation further to the east as the outline in China he said she is a sleeping giant and do not wake her the church has been for a long time right where the devil wants it sleeping just just closing alone sleeping but if we will ever awaken the church and when the ministry sounds the alarm in Zion and wakens the church to a full full potential we all no longer see empty buildings we're going to see people come to the aid of the ministry and through them we'll be able to work in our hour and do that that the Lord wants us to do we have unharnessed talent in our churches that has not been harnessed and directed toward the kingdom of God men that are willing to submit to the ministry work with the ministry uphold the ministry and Aid Us in the reaching of lost and dying men now we are right doctrinally and when I teach here this morning let me say that I believe that we are right on the Target in Doctrine I believe that our history shows us that we have nothing to be ashamed we're the only people that can walk through the cardiio of history and not be embarrassed by the Bloodshed and the and all the other things that the other Church R embarrassed by and when our people can grasp that and channel that and couple knowledge and understanding of the word of God and and all of these things with the powerful worship and the powerful moves of God that we have in our services then we're going to see them come out and get a Hal amen of the task

and Aid Us in the task of reaching the loss okay now we are exactly right and on target with all the spiritual gifts with with our doctrinal Concepts then we are right on target we are only missing it in a Biblical Pro process that we have not tapped in on yet and that is taking our Ley and training our Ley to work for us we have always worked under the process of the first dimension of ministry I feel like that there are two dimensions of ministry the first dimension of ministry we've operated in and on for years and that is the ministry of of ministering to people in that situation and that situation we are limited and the growth process is very limited we cannot really function at our highest order when we operate in the area of the first dimension of ministry growth process cannot be understood we will always remain restricted we've got to operate through the second dimension of ministry and that is ministering through people we must understand that we're not only dealing with rural situations we are shifting from the rural church we are now come into the situations of the Metropolitan Church the city areas we are not just dealing with the simple child and waiting for that generation of Pentecost to grow up and and develop but we've got to train our people to go where the masses are where the people are amen we've got to start thinking about the cities of millions and training our people to go out where the people are and move out into situations that is Laden with with with pleasure seeking groups and and all the things we find out in the city world and where the people are we got to train our people for that we got to let them see that through that powerful powerful gospel that Jesus Christ brought and with his own blood we have the power through the gospel to change them from this situation to a situation where they can be happy in the Lord and produ us in the kingdom of God I'm glad my brethren that we have at our disposal the most powerful gospel that men has ever known it's a transforming gospel yes Jesus came to the singles and to the individuals like the woman of the well and other individuals but he also came to the masses and he gave us a gospel and a logic that we can reach the thousands with amen I'm glad for that today now we've got to understand the concept of Revival our our people has to understand that there's got to be a working knowledge of Revival and the psychology of Revival that's built in our people amen now the the people of our church must see The Sinner and the need for the gospel being preached in the streets they must have the same Insight of that and that concept that Jesus had of people our people must have also now let me share something with you this morning for years we've oper operated on the Ono one basis the area of of First Dimension Ministry where we ministered to individuals one on one and as long as we minister one on one then we are restricted now I'm not saying that we have not done a great work in the past I would be I would be silly today to stand before you and and try to make light of of the works that has been done when a man goes into a into a city and can take from a storefront building in a few years grow to develop a building that would cover a city block and and and and convert hundred and thousands then no one in his right mind should should condemn that I'm not here to condemn that thing I'm saying that in all of it put it all together we have still suffered serious restrictions because we have not understood and and the second dimension of Ministry of how to minister through people amen when we harness our people and minister to them multiply our efforts and multiply our Ministries to them then we

get where we can see things as Jesus saw them our people sees the work of God as Jesus sees it and that's what we need stamped in our minds today okay Jesus used that principle he taught his disciples he multiplied himself through them and then of course he brought them from the situation of just being fishermen and Merchant into men who were writers of the scripture and had a great knowledge and understanding of the word of God because he personally under open their understandings he taught them the Lord the word of God says that there are five levels of ministry the church five-fold Ministry and we read that in the scriptures but for years we've only operated under two them we have operated under the ministry of Pastor and evangelist we have kept that going and for all of these years we've operated with mostly two of the Ministries working pastor and evangelist the pastor Works himself to death keeping the church going and then of course the Evangelist comes in periodically and adds to the church and we bring people out and that that comes from years of of indoctrination and other faiths and we give the pastor and the Evangelist of about 30 or 45 minutes to convert them and if that's not done in that period then we think the pastor is not doing his job or the Evangelist hadn't done his job what would happen in our congregations amen if our people could get the vision and we could School them and train them to come to the help of the ministry and hold the ministry's hand up I'm not preaching about a layer Toc and Ley where they ruled in carnality I'm talking about an Apostolic Le that no knows and understands the works of God praise God Amen in many cases many cases we've seen our Le take a subdued Place we've seen our Le sit around in almost boredom that's a little bit too strong a term to use but they have ability they have talent they have desire but we've only preached to them to exist just persevere just hold on just Tagle on till Jesus comes amen we need to harness them amen and bring them out of that and let all of them understand the growth Concepts the expansion Concepts how to all get out in the field and all of us work for the kingdom of God that the kingdom of God can grow and we can keep every person that praise through in our church we can keep them satisfied and not just satisfy them amen but develop them that they can be producers in the kingdom of God also and until we understand the growth Concepts in in the psychology of Revival and until we can get a grip on a restored Ley we will always have restrictions in growth amen so many times we have because of the lack of this we have gotten complexes our people suffers that from the complex that we're the little church on one side of town that's struggling and glowing and across town is that great Cathedral where they have might and power and money and for so long our people has labored under this complex amen I don't think that we ought to have a complex I think that we can stand flat-footed and tell the world that if you're going to pity pity the Pentecostal save that pity for yourself cuz Hey sir amen amen we've got something that the world needs praise God we got a delivering gospel now in the 18th chapter of the book of Exodus Moses is receives this plan where the pastor or the leader stands at the top he is the mouthpiece of God beneath him is well trained well ordered men that knows how to work to advance the kingdom Jesus asked the question are the children of Darkness wiser than the children of light you see if you was applying for a job with IBM or Texico or or American bank or any institution in the world you understand that you'd have to have the best training when you present your resume you understand that the person with the best resume the best qualification he or

she gets the job amen why can't that apply in the kingdom of God Amen I'm tired amen of just just going out into a world half CAU and half prepared hey we've got what it takes and if we train our people and and position them and groom them Hey sir I believe in this age we can turn this world upside down for the gospel and for the Kingdom's sake all right Moses definitely used it in the Tabernacle plan he could not do all the work alone but he chose to himself men able men placed them unto him so that when he come to all Fage of the work of the Tabernacle and dealing with the nation of Israel at that time then they were qualified and they were in their places now the Bible definitely teaches a train and Trust process a training trust process and in this training trust process that even Jesus used then we if we harness that today and perfect that and couple that with our gospel and with our logic and with the energy that's within our Ley then I believe we can do the work of God in our cities and in our towns reap to us men and reap to us not only men but developing and propagating a system in your church for the training of your people now bringing to us men that understands the work of God and that has a working knowledge of the work of God and Trust in them and training them to be used in the congregation not just Spectators we need to train our people and and deliver them from just being Spectators but make them participants in the propagation of the Gospel of the Lord Jesus Christ now we have in our church and I have just a few minutes to share this with you a fivepoint program now when I talk about the home Bible study it would be impossible for me to do in in 30 minutes when it takes about 40 hours for us to do in our training process but I'll outline it for you and I'll be around this week if any of you have questions I'd be glad to answer those questions for you if you need me to come to your church and help you in your church with this I'll be GL to bring the program to your church and help you let me go through it with you in the in the first step of our our study program we use the home Bible study now I'm not recommending any one particular home Bible study we use the the search for truth in our church because that was the program we got started with and we stayed with it and it is an excellent program the home Bible study the home Bible study gives us the advantage of taking charts Maps diagrams and that let me say here that if you give your your teachers your workers now just that little pamphlet just the little the little handbook that the home Bible studies have with them and just a set of charts and a Bible and a Prudence concordance and try to send them out to convert the world then you're going to destroy your teacher and you're going to destroy your program and it won't get off the ground there's not a home Bible study program in the market right now with that with that little tiny commentary that's sufficient to train the teacher he's got to have more than that she's got to have more than that okay but through charts through Maps through diagrams then we supplement that study and through charts Maps diagrams printed materials we can help them understand Bible characters not only Bible characters but the great doctrines of the scriptures and all the the teachings that is necessary to give them a complete Panorama of scripture and of history and of spiritual gifts so that that person can get a good foundation the home Bible study in itself is not sufficient it's only a tool to bring them in to the first level and to get them converted and to give them a working basic knowledge of the Bible and of themselves and of history and then at that point your church must be able and you must Implement for them and provide for them other levels of training in our church our second level when our students have come through a level one which is the home Bible study we bring them into practical living because in Practical Christian Living there are some things that must be done for them and the handbooks for this we use the book handbook called Chosen and faithful we use of course the Bible we use in my father's house all three levels of it and then we are able to

outline studies that will take a person from the perspective convert that just been converted that comes from this world that you see here all mixed up all confused and help that person start understanding some things about his own life fasting Prayer church attendance all these other things we are wanting to take him from that environment through a constructive training program and bring him to the place that he can fit in our church not just as a worshiper not just as a spectator not just as a Pentecostal cheerleader but a person that can produce in the kingdom of God Amen I'd like for all of our church members every one of them to be flaming evangels and flaming Witnesses for the kingdom of God Hallelujah all right and then as they go along according to their needs from our lber we can pull materials reading materials tapes whatever to bster their faith and to help them come into full establishment in the Lord okay our next step our next phase of course is Apostolic Doctrine and at that point we take them into deep doctrinal studies this is our third level we go into it at a college level this is some of the films here and some of the slides from our training series that's available to you we go into things of the Trinity origin of the Trinity the Trinity arguments on both sides water baptism all of the the apostolic doctrines we want our people to get a good pictorial knowledge of this and a good biblical knowledge of this and a good historical knowledge of this so that they can be real workers and efficient competent Witnesses in the field and of course through that we can help them understand the difference between the mythical Trinity that's Beyond explanation illogical and bring them into that solid good understanding of who Christ really was the almighty God robed and veiled in flesh okay what a baptism other doctrinal things we can show them and where we only brush through it in the home Bible study at this point we can spend hours and hours and give them even more advanced teachings and advanced books and writings on that subject to help them be established in the Lord all right church history we have a session on that and of course these are our handbooks on church history panoramic view of church history Williamson Walker and history of the Christian church and of course from that we can show in church history the the plot of the devil through the World Church to the apostate church and deal with all of these things so that when our people get in the field they will not be intrigued or intimidated by the finery and and and the wealth of the apostate Church they understand where she got her wealth and her power from and how she not only has power and wealth but she has a plan she has a plan to deceive the world and bring all of the world back to her and subdue them to her teachings again I'll come back to that just a moment and of course through unbiased materials like this article that came from the Morning Advocate paper it was also in National Geographic and other articles like this we can show from an unbiased standpoint the plot of Roman Catholicism and whatever modern articles such as this one also this one that com from the state times modern Advocate paper bad roots that shows the plan of the World Church that is working very very rapidly now okay then we have special classes beside these history classes we have special classes that we can deal with subjects like prophecy for instance on Daniel and then we can take hours and go into charts diagrams to explain special classes and special sources to them for instance if we having trouble say with a denomination in town the Mormons or the Jehovah's Witnesses or some of these situations we can design classes and bring our people together and train them in offensive and defensive methods of dealing with those people and the people that are influencing in the community and so we this is a a quick outline of our program in our church that we use to train our people with special subjects for instance when we deal with the Jehovah's Witnesses the subject of no hell and we can take hours and train our

people with charts Maps diagrams printed materials historical facts to equip them number one to be on the defensive and have a good defensive fors and number two when they go into the home to teach we want our teachers to be the most informed teacher in the community and we want our program to be the best program that any Church offers in the town okay and then of course we have library system that our teachers use in training using materials to train the teachers and and the students in the field also with this in our library system we have a filmstrip and soundtrack that our church developed and many of these slides came from that that series and this series here is a series made up of 24 of these cassels here they have soundtrack and fil strip in them if you listen to the soundtrack back to back you'd have about 40 hours of consistent listening it's very extensive also with this program you have we have a printed syllabus we have charts Maps diagrams and also we have lesson plans for our five level training program that you can bring to your church so you can have the same program in your church as we have in our church okay now let you back up here and give me just five minutes and I'll finish my session and and I'll be through now the reason I feel like that we must at this time do something to help our people and to bring our people very quickly to a restored State you do not understand maybe many of you do not but in right now at work is a master plan of the Roman Catholic Church okay I was in New Orleans in October I came home early from our general conference I had to come home early and I stopped in for a session for a session in the super doome there it was a session on World Council for Holy Spirit baptism I thought it was going to be a growth seminar type thing but to my surprise it was not it was a congregation of of ministers from all over the nation these groups started locally they graduated and they're now to National meetings this octo this a this July rather this July they will be a national meeting held in New Orleans at the super doome they planed to pack the super doome out last year men like Dr Cho John wiber o Roberts father Forest who represented the Catholic renewal was there other great world figures was there and they explained in this meeting that this series of meetings is for this one purpose it is to bring to ultimation the Ecom unical movement EC communal movement was started 20 years ago its first meeting and first situation was in Indianapolis Indiana on the campus of notra Dame where the Catholics there received the glossa the glossa and that meeting was a meeting ordained by Pope John if I don't have time to go into all of this but in the books The ecumenical movement and also Vatican 2 you'll find what I am referring to and so they started then 20 years ago father farest addressed the the council in New Orleans in October and he says now we are now 20 years old and he says at this point it's time for phase two phase one was to launch a program in the Earth for the Common Grounds create enough Common Grounds for the denominal world to come together on he says now we're ready for for phase two in phase two he says the Catholic Church will launch three communication satellites and over a 5year period these communication satellites will have the capabilities of transmitting a message around the world and at the same time translated to every dialect in the in the world at the same time it will completely revolutionize Christian broadcasting and they will launch their first satellite probably the end of this year or the spring of next year and he went on to say that at the end of the 14-year period from now until the year 2000 they will bring the whole program to cultivation and he says in on on the large's birthday in the year 2000 we will give the Lord the greatest gift that he ever received a one World Church when he said that Dr Cho and the other men present the other charismatic leaders present they instantly ran to Father Forest who is a l on to the

Vatican City they grabbed his hands and they lifted their hands and they said we are one we are one we are one and they begin to chant will one I heard Dr chill say he says there was a time when I would never set in the room with a Catholic priest much L on the platform with him or minister with him but he says tonight brothers and sisters I realize that his Christ the Catholic Church Christ and my Christ is the same Christ and we are one Dr Cho in the Morning Advocate State Times paper B Rouge promises that this fall October when they meet in soul career he promises them an audience of 2 million people as they bring the EC communal movement to cultivation this year in the super doome all the great figures Pat Robinson all the great figures of the charismatic world will be there to advance this program alone my my good brothers in Christ I'm saying today that though that is going on something else is going on in our world too though the Catholic church is anxious to bring the world back to herself and all those apostate daughters that broke from her they want to bring them back to her and that's in the meal work now their goal is to bring it to full consummation on December 25th in the year 2000 and give the Lord a One World Church hey brothers amen there's something else going on I believe that the Lord is going to give us a quick work amen God's going to do a quick work for us that's going to be a renewing that's going to be a cut that off for me please that's going to be a renewing a restoration of a lay that will join hands with the preacher a special generation for a special time and said come on brother we are going to have Revival and we are going to see a move of God in this world like we've never seen it before I'm ready to S the trumpet in Zion hallelujah hallelujah I'm ready to see s and restore every see the signs the Wonders Miracles gifts with five Hallelujah that's sh you're going to hear that more tumors falling off and more crcket legs being made straight and more people coming to God because God is going to be with his church in this hour come on let's praise the Lord
